Modern building designs (very low energy houses or passive houses) which keep the heating energy cost down to the minimum level require building shells that are as insulated as possible. However, the tighter the building shell the more important is air exchange. And what is more: you MUST ventilate with new windows.
A paradoxical detail: Old, draughty windows have in some cases even contributed to ventilation. And of course to an enormous loss of energy at the same time.
Back to correct ventilation: Ventilation should take place several times a day for 1 to 5 minutes with the windows fully open. Unfortunately permanent tilting is not a good alternative because the walls cool down and as a result additional thermal energy is again required.
